Putin hails “victory” in Luhansk, congratulates troops
Russian President Vladimir Putin has congratulated his troops for seizing the eastern city of Lysychansk. Moscow's victory comes after weeks of heavy fighting for Ukraine's last key stronghold in the Luhansk region which is now all but under Russian control.
